Requires health insurance carriers offering prescription insulin coverage to cap patient out-of-pocket costs at $100 per 30-day supply, regardless of insulin type or amount needed.

Directs the Attorney General to investigate prescription insulin drug pricing in Mississippi by November 1, 2021, and report findings with policy recommendations to control pricing and prevent deceptive practices.

Allows carriers to reduce patient cost-sharing below the $100 cap and permits the Commissioner of Insurance to enforce and promulgate rules for insulin pricing requirements.

Brings forward existing sections governing the State and School Employees Health Insurance Plan (Section 25-15-9) and diabetes treatment coverage requirements (Section 83-9-46) for possible amendment.

Takes effect July 1, 2020, with the Attorney General's investigation authority repealing December 1, 2021.
