Designates a segment of Mississippi Highway 389 in Chickasaw County within Houston city limits (from South Jackson Street intersection to Mississippi Highway 8 intersection) as the "Mississippi Supreme Court Chief Justice Armis Hawkins Memorial Highway"

Designates a segment of United States Highway 11 in Jones County (from Hill Street intersection to Ellisville State School) as the "Coach Elmer Higginbotham Memorial Highway"

Requires the Mississippi Department of Transportation to erect and maintain appropriate signage along and approaching both designated highway segments

Takes effect July 1, 2020
