Creates the Mississippi Emergency Telephone Service Charges Study Committee to study all emergency telephone service charges levied in Mississippi, including their collection, distribution, use, and oversight

Committee comprised of eight members: Senate Energy Committee Chairman, House Public Utilities Committee Chairman, one House member appointed by Speaker, one Senate member appointed by Lieutenant Governor, Executive Director of Mississippi Supervisors Association, one member from Mississippi E911 Coordinators Organization, one telecommunications industry member appointed by Governor, and Mississippi State Auditor

Committee members must be appointed within 30 days of law taking effect and shall meet within 30 days thereafter to elect a chair and vice chair; vice chair serves as secretary and maintains committee records

Requires a majority of committee members present to constitute a quorum and a majority vote for officer selection, rule adoption, and report approval; members must receive written notice at least 15 days before meetings

State and local government agencies must provide facilities, assistance, and data to the committee upon request; effective July 1, 2020
