HB 502 Summary

• Prohibits state agencies, governing authorities, and community/junior colleges from expending public funds to pay contract lobbyists, making any such contracts void and unenforceable.

• Subjects public employees who authorize contract lobbying expenditures to termination; exempts employees lobbying as part of their regular employment duties authorized by supervisors or governing boards.

• Adds new definitions to lobbying law including "state agency," "governing authority," "community or junior college," "public funds," and "contract lobbying."

• Removes "contracts for legislative advocacy services" from the Public Procurement Review Board's oversight authority.

• Takes effect July 1, 2020.
