Expands purposes for which the Disaster Assistance Trust Fund may be used to include alternative housing grants up to $250,000 per county per event for repairs to communities ineligible for Federal Emergency Management Agency Individual Assistance Grants.

Adds authority for the Mississippi Emergency Management Agency to assist municipalities and counties with debris removal support costs following federal disaster declarations, with funds to be reimbursed after the disaster declaration.

Increases the maximum amount transferable from the Working Cash-Stabilization Reserve Fund to the Disaster Assistance Trust Fund for any disaster or disasters from $500,000 to $1,000,000.

Increases the maximum annual transfer limit from the Working Cash-Stabilization Reserve Fund from $1,000,000 to $2,000,000 per fiscal year.

Takes effect July 1, 2020.
