Amends Mississippi Code Section 21-17-5 to prohibit municipalities from regulating the exercise of free speech in the immediate vicinity of medical facilities, hospitals, clinics, or other health care facilities without prior legislative approval.

Adds free speech regulation near medical facilities to the list of actions that municipalities cannot undertake without specific authorization from the state legislature.

Places this restriction on the same footing as existing prohibitions on municipalities regulating rent for private residential property and other major policy decisions without legislative approval.

Effective date is July 1, 2020.
