Attorney General must compile by February 1 annually a list of prescription drugs essential for treating diabetes in Mississippi (including all forms of insulin and biguanides) with their wholesale acquisition costs.

Attorney General must identify drugs on that list that experienced price increases equal to or greater than the Consumer Price Index Medical Care Component for the prior year, or twice that index over the prior two years.

Drug manufacturers must submit reports by April 1 annually detailing production costs, administrative expenses, profits, patient assistance programs, price history, and rebates provided to pharmacy benefit managers for diabetes drugs.

Manufacturers must submit additional reports by April 1 explaining reasons for any wholesale acquisition cost increases that meet the threshold criteria, including contributing factors and percentages.

Pharmacy benefit managers must submit reports by April 1 detailing total rebates negotiated for diabetes drugs, amounts retained by the manager, and rebate amounts by payer type (Medicare, Medicaid, governmental, commercial, ERISA plans).

Attorney General must compile a comprehensive report by June 1 analyzing submitted information and examining drug pricing trends and spending effects in Mississippi.
