Amends Mississippi Code sections 71-3-73, 71-3-95, 71-3-97, 71-3-99, and 71-3-100 to return the Mississippi Workers' Compensation Commission to a special fund agency status.

Establishes a special fund in the State Treasury administered by the commission to pay all administrative expenses, with the State Treasurer as custodian holding funds in trust rather than as state property.

Requires all funds received by the commission to be deposited into the special fund and expended only upon legislative appropriation, rather than being deposited into the State General Fund.

Removes the Workers' Compensation Commission from the list of state agencies whose expenses are defrayed by State General Fund appropriation, excluding the Second Injury Trust Fund from this change.

Maintains the Second Injury Trust Fund as a separate entity funded by employer and insurer contributions, with specific contribution limits ($300-$500 per death) and balance thresholds ($150,000-$350,000).
