Changes the name "manicurist license" to "nail technician license" throughout cosmetology licensing law.

Increases required hours for nail technician licensure from 350 hours to 600 hours, and extends the required training period from 9 weeks to 15 weeks.

Requires all practitioner license renewals to include completion of a one-hour continuing education course on sanitation administered by the Board of Cosmetology, except for senior licensees.

Authorizes payment of license renewal fees by credit card or debit card in addition to personal check, certified check, and money order; removes cash as an acceptable payment method.

Becomes effective July 1, 2020.
