Amends Section 3-3-1 of the Mississippi Code to clarify the limits and boundaries of Mississippi state territory.

Defines Mississippi's boundaries as all territory included in the March 1, 1817 act of Congress, plus any territory ceded by later Congressional acts or interstate compacts and agreements.

Establishes that Mississippi's offshore boundary extends three (3) miles south of Cat Island, Ship Island, Horn Island, and Petit Bois Island to three (3) Marine Leagues.

Allows for modifications to state boundaries as determined by the United States Supreme Court.

Takes effect July 1, 2020.
