Amends Mississippi Code Section 69-13-111 to remove the requirement that owners of livestock prove lack of negligence when livestock are found on federal or state designated paved highways or rights-of-way.

Livestock owners remain subject to damages resulting from wrecks, loss of life, or bodily injury caused by their livestock on designated highways when the livestock are there through the owner's negligence.

Does not apply to highways or roads located on levees maintained by the Board of Mississippi Levee Commissioners or Yazoo-Mississippi Delta levee boards that permit livestock pasturage through maintenance contracts.

Transition provision exempts cases filed before July 1, 2020 from the amended statute.

Takes effect upon passage.
