Effective July 1, 2020, boards of supervisors may require persons opening garbage or rubbish collection accounts to provide a social security card number, driver's license number, or state identification card number.

The Commissioner of Public Safety shall not issue or renew a driver's license for any person delinquent on garbage fee payments unless those fees are paid in full.

Boards of supervisors must provide notice of garbage fee delinquency and opportunity for a hearing before notifying the Commissioner of Public Safety or reporting to consumer credit agencies.

Boards of supervisors may report unpaid delinquent garbage fees to consumer credit reporting agencies after proper notice procedures are followed.

County officials and the Commissioner of Public Safety must coordinate monthly to identify and prevent issuance or renewal of driver's licenses for those with unpaid garbage fees.
