Prohibits state and local agencies employing peace officers or parking enforcement employees from establishing arrest quotas for traffic violations under Title 63 of the Mississippi Code.

Prohibits using the number of arrests or citations issued as the sole criterion for promotion, demotion, dismissal, or earning benefits; arrests and citations may only be considered as part of overall performance evaluation that includes attendance, punctuality, safety, complaints, commendations, demeanor, training, and professional judgment.

Defines "arrest quota" as any requirement regarding the number of arrests or citations made by officers or employees, or the proportion of such arrests and citations relative to other officers or employees.

Establishes a fine of at least $10,000 for peace officers or parking enforcement employees who willfully violate the provisions of this act.

Takes effect July 1, 2020.
