Amends Section 43-21-261 of Mississippi Code to allow legislative committees or individual legislators to access youth court and child protection services records with prior written consent from the child's parent, guardian, or custodian.

Establishes a standardized "Youth Court and Child Protection Services Record Release Form" that must be completed and signed by the parent, guardian, or custodian to authorize disclosure of records including trial transcripts and recordings.

Requires that information disclosed to legislators under this provision remain confidential and not be shared with third parties outside the Legislature.

Effective date is July 1, 2020.
