Amends Mississippi Code Section 43-35-33 to revise the composition of municipal urban renewal agency boards from five general commissioners to include the director of planning and development and an urban planning and development professional as two of the five commissioners, effective July 1, 2020.

Requires the mayor, with local governing body consent, to appoint the urban planning and development professional for a five-year term; the director of planning and development serves on the board with a term ending upon that director's departure from office.

Modifies Section 43-35-35 to exempt the director of planning and development and urban planning and development professional serving as commissioners from conflict-of-interest restrictions that apply to other public officials involved in urban renewal projects.

Permits the board to continue functioning with a majority quorum and allows action by majority vote of commissioners present, consistent with existing procedures.
