Changes reserve unit members from mandatory unpaid service to optional unpaid service, allowing them to receive compensation if authorized.

Removes the prohibition preventing reserve members from simultaneously serving in police, auxiliary police, civil defense, or private security agencies.

Authorizes enforcement officers to protect critical infrastructures related to homeland security threats in addition to existing duties.

Transfers administrative oversight of the reserve from the executive director to the Chief of Marine Patrol or designee, though the executive director retains appointment authority.

Effective July 1, 2020.
