Amends Mississippi Code Section 67-3-9 to expand eligibility for cities and towns to hold elections on permitting beer and light wine sales.

Allows any city or town with a population of at least 1,000 (per latest federal decennial census) located in a county with no city or town exceeding 2,500 population to hold such elections.

Permits any city, town, or village serving as a county seat that has voted to come out from under dry law restrictions to hold elections on beer and light wine sales.

Requires a petition signed by 20% of qualified voters to trigger an election; limits elections to once per five-year period in any single municipality.

Establishes that beer must have alcoholic content not exceeding 8% by weight and light wine not exceeding 5% by weight; takes effect upon passage.
