Amends Section 57-1-301 of the Mississippi Code to expand the definition of "capital improvements" under the Local Governments Capital Improvements Revolving Loan Program administered by the Mississippi Development Authority.

Adds repair, renovation, and improvement of municipal natural gas facilities as an eligible category for capital improvement loans to counties and municipalities.

The program now covers 15 categories of capital improvements including water/sewer facilities, fire protection, economic development buildings, health care facilities, parks, recreational facilities, and brownfield remediation.

Takes effect July 1, 2020.
