Requires the Tate County School Board to close Coldwater High School at the end of the 2019-2020 school year due to consistent underperformance, maintaining an "F" rating for 2016-2018 and a "D" rating for 2019.

Permits students from Coldwater High School to choose attendance at either Independence High School or Strayhorn High School, or transfer to Senatobia Municipal School District if that district's high school is closer to their residence.

Mandates the Tate County School Board and Senatobia Municipal School Board enter into an agreement by July 1, 2020, to facilitate automatic transfers of eligible Coldwater students while ensuring no disparate impact on school desegregation.

Requires the Tate County School Board to redistribute the Coldwater High School attendance zone equally between Independence High School and Strayhorn High School after publishing notice for three consecutive weeks.

Requires the State Attorney General to submit the act to the United States District Court, Northern District of Mississippi, for approval, with the act taking effect only upon judicial approval.
