Amends Section 47-5-1211 of the Mississippi Code to add a new requirement for private correctional facility contractors to demonstrate ability and commitment to utilize local vendors in providing services to offenders.

Local vendors must be used for commissary, medical, treatment, and other services needed during the contractor's operation of the facility.

Requirement applies to all contracts for private correctional facilities or services entered into by the state.

Takes effect July 1, 2020.
