Amends Section 25-15-103 of the Mississippi Code to authorize school districts, junior college districts, counties, municipalities, and other local government entities to pay for all or part of dependent health insurance benefits for employees.

Removes the requirement that employees must pay the entire cost of additional dependent coverage and grants governing authorities discretion to contribute to these costs.

Allows governing authorities to apply dependent benefit cost-sharing retroactively to existing group coverage plans already adopted.

Maintains existing limitations on life insurance coverage ($50,000 or IRS-allowed amount, whichever is greater) and health/accident benefits (not exceeding 60% of employee income or IRS-allowed amount).

Takes effect July 1, 2020.
