Allows qualified individuals to register to vote when applying for or renewing a Mississippi motor vehicle driver's license or official identification card.

Requires the Department of Public Safety to collect voter registration information including name, date of birth, address, signature, and citizenship/eligibility attestation during driver's license transactions.

Permits applicants to affirmatively decline voter registration, with declined applications forwarded to the Secretary of State to facilitate future registration attempts.

Mandates that completed voter registration applications be forwarded to the Secretary of State within five days and then to county election officials within five days for processing.

Effective July 1, 2020, amends multiple sections of Mississippi election law to recognize voter registration applications submitted through the driver's license process as valid registrations.
