Extends the repeal date of Section 59-5-37(3) from July 1, 2020 to July 1, 2023, allowing continued use of design-build contracting methods at the State Port Authority at Gulfport.

Authorizes the State Port Authority to use design-build contracting (combining design and construction into a single contract) for renovation, repair, and improvements to port equipment and facilities.

Expands design-build authority beyond the original limitation of one freezer and related equipment to allow any port or port commission to use this method for any equipment or facility improvements.

Effective July 1, 2020.
