Reenacts sections 77-1-1 through 77-1-49 of the Mississippi Code regarding creation, powers, and duties of the Public Service Commission, including commissioner qualifications, staff structure, and procedural requirements.

Extends the repeal date of Public Service Commission statutes from December 31, 2020 to December 31, 2023.

Extends the repeal date for the PSC and Public Utilities Staff authority to hire attorneys and consultants for interstate rate proceedings from July 1, 2020 to July 1, 2023, with a cost cap of $1,500,000 per agency per utility in any twelve-month period.

Requires utilities to recover consultant and attorney costs plus carrying charges through an established rate rider with a true-up provision to ensure actual cost recovery.

Takes effect July 1, 2020.
