Removes the July 1, 2020 repealer date from Mississippi Code Section 83-11-551, making the statute permanent rather than temporary.

Requires insurers paying automobile physical damage or collision coverage claims to add repair shops and lienholders as payees on settlement checks alongside the insured.

Requires lienholders receiving payment to distribute any balance owed to the debtor within 30 days of receiving the check.

Requires vehicle owners to provide properly endorsed titles to insurers within 15 days of receiving total loss settlements.

Authorizes insurers to request salvage or parts-only title certificates from the Department of Revenue if proper titles cannot be obtained within 30 days, after documenting at least two written attempts to obtain the title.
