Extends the repealer date for the Guardian Ad Litem Transparency and Oversight Panel from December 31, 2020 to December 31, 2023.

Panel is chaired by the Chairman of the Senate Judiciary Committee, Subdivision A, and includes 14 members representing judges, prosecutors, attorneys, legislative committees, and court administrators.

Panel duties include compiling and analyzing information on guardian ad litem appointments, assessing the feasibility of counties employing full-time guardians ad litem, and recommending legislation to improve the system.

Panel must submit findings and recommendations to the Legislature by December 1 of each year of its existence.

Act takes effect July 1, 2020.
