Justifies the salary adjustment based on Hancock County's population growth from 31,760 (1990) to 42,967 (2000) and continued high growth through 2018, making it one of the fastest-growing counties in Mississippi.

Cites increased caseload demands including the addition of a third judge in 2004, creation of a county court in 2018, and a high per capita rate of drug, alcohol, and mental commitment proceedings compared to other Mississippi counties.

Takes effect upon passage.
