Removes the Department of Information Technology Services' control and oversight authority over the Wireless Communication Commission's operations, rules, and purchasing decisions.

Transfers administration of the Integrated Public Safety Communications Fund from the Department of Information Technology Services to the Wireless Communication Commission, with the commission having sole approval authority over expenditures.

Clarifies that the commission shall independently promulgate rules and regulations governing wireless communications systems without requiring Department of Information Technology Services approval or conjunction.

Changes the Senate advisory board representative from the Public Utilities Committee to the Energy Committee.

Effective July 1, 2020.
