Authorizes any municipality with a population of 2,500 residents or less (according to the latest federal decennial census) to conduct special elections for any candidate or issue at one centralized polling location instead of multiple precincts.

Permits the single polling place to be located at city hall or another designated location, with signs required to be placed in front of each closed precinct on election day.

Requires notice of the election to be published in a newspaper at least once per week for three weeks preceding the election and posted continuously in three public places, with one posting at city hall or the municipality's regular meeting location.

Exempts special elections for a single alderman (or equivalent) in a single ward from the one-location provision.

Amends Section 23-15-557 to conform existing law regarding polling place establishment to this new authorization for small municipalities.
