Creates Section 41-57-33 of Mississippi Code to allow the State Registrar to issue a Certificate of Foreign Birth without court proceedings for children adopted from foreign countries who hold a Certificate of Citizenship under the federal Child Citizenship Act.

Exempts eligible children from judicial proceedings otherwise required under Sections 93-17-301 through 93-17-307 for obtaining birth certificates following foreign adoptions.

Requires applicants to submit the child's Certificate of Citizenship, certified foreign birth certificate with English translation, certified adoption documents from U.S. Embassy with translation, child's Social Security card, valid government-issued photo ID of parent(s), and proof of Mississippi residency.

Directs the State Registrar to develop necessary forms for adoptive parents to request a Certificate of Foreign Birth.

Effective July 1, 2020.
