Increases the number of chancellors in the Third Chancery Court District from three to four chancellors.

Establishes a new Subdistrict 3-3 composed of DeSoto County, Grenada County, Montgomery County, Panola County, Tate County, and Yalobusha County to elect the fourth chancellor.

Designates the new fourth chancellorship as "Place Four" for purposes of appointment and election, with existing positions remaining as Place One, Place Two, and Place Three.

Divides the Third Chancery Court District into three subdistricts instead of the current two subdistricts.

Takes effect July 1, 2020.
