Authorizes Mississippi to ratify an interstate compact with southern states (Tennessee, West Virginia, Georgia, Arkansas, Louisiana, Alabama, Kentucky, and Oklahoma) to operate as Second Amendment sanctuary states.

Establishes the Interstate Commission on Second Amendment Sanctuary consisting of each state's governor (ex officio) and four appointed citizens per state, with a four-year term; compact becomes effective upon approval by six or more states within 18 months.

Prohibits state, county, and municipal agencies from using assets to implement federal laws, regulations, or orders that infringe on Second Amendment rights or deny due process, or that implement the REAL ID Act of 2005.

Exempts firearms, firearm accessories, and ammunition manufactured and possessed within compact states from federal regulation under interstate commerce authority, provided items are stamped "Made in [State Name]" and do not contain significant imported parts.

Requires compact state attorneys general to file legal action to prevent implementation of federal statutes, regulations, rules, or orders that violate residents' Second Amendment rights, particularly those banning semiautomatic firearms or requiring firearm registration.
