Authorizes Mississippi to enter into the Southeastern Community College Compact with other states to provide greater postsecondary education opportunities at the community and junior college level.

Establishes the Southeastern Community College Compact Commission with 7 members from Mississippi, including the Governor, Executive Director of the Community College Board, State Superintendent of Public Education, 2 community college presidents, and 2 state legislators.

Grants the commission power to adopt bylaws, collect data on compact effects, study postsecondary education issues, establish student exchange programs, and serve as a clearinghouse for education information.

Authorizes compacting states to waive out-of-state tuition fees for students from other member states attending community or junior colleges.

Effective July 1, 2020; eligible states include Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, and Tennessee, with additional states eligible upon majority vote of current member states.
