Authorizes boards of trustees of community colleges and junior colleges to waive out-of-state tuition for students who sign a binding agreement to remain a resident of Mississippi for at least two years after receiving an associate's degree.

Students who fail to meet the two-year residency requirement after completing their associate's degree become liable for the full amount of waived out-of-state tuition plus a 5% penalty and interest accruing at the current unsubsidized Federal Stafford loan rate.

Requires that waiver requests be made by the institution's president and determined by the board to be fiscally responsible and consistent with the institution's educational mission.

Specifies that state funds allocated for this waiver may only be used for students residing within Mississippi, with an exception for associate degree nursing students who reside outside the state.

Takes effect July 1, 2020.
