Department of Finance and Administration, Bureau of Buildings, Grounds and Real Property Management shall determine estimated costs to repair, renovate, and improve Walnut Grove Correctional Facility to meet American Correctional Association safety standards for all custody levels except death row inmates.

Bureau shall submit a detailed report of estimated repair costs to the Governor, Lieutenant Governor, Speaker of the House, and Corrections Committee Chairmen of both chambers within 15 days of the bill's effective date.

Creates a special fund in the State Treasury called the "Correctional Facilities Assessment and Evaluation Fund" to be used by the Bureau of Buildings, Grounds and Real Property Management for the described purposes.

Fund shall consist of appropriated monies and other sources designated by the Legislature, with unexpended amounts rolling over annually rather than reverting to the General Fund.

Investment earnings and interest on fund amounts shall be deposited back into the fund.
