Authorizes Mississippi Board of Mental Health to sell the former Old Friendship Center property (Lots 1-4 in Block 8, Section 13, Township 6, Range 15) located in Meridian, Lauderdale County.

Property must be sold for not less than fair market value determined by the average of at least two appraisals by certified and licensed appraisers, with one appraiser selected by the Department of Finance and Administration.

All proceeds from the property sale shall be deposited into a special fund for the benefit of East Central State Hospital, with unexpended amounts not lapsing to the General Fund and interest earned added to the fund.

State of Mississippi retains all mineral rights to the sold property, and Department of Finance and Administration may correct any discrepancies in the legal description.

Authorizes Tallahatchie County Board of Supervisors to reconvey a 1.10-acre parcel (originally conveyed by B&S Planting Company, Inc. in 2009 for $10.00) back to the original grantor under terms and conditions deemed appropriate by the Board.
