Authorizes issuance of state general obligation bonds not to exceed $5,000,000 to fund construction, furnishing, and equipping of the Partnership School on the Mississippi State University campus.

Creates a special "2020 Partnership School Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may be issued at any time or from time to time until July 1, 2024, with maturity dates not to exceed 25 years from issuance and interest rates subject to Mississippi Code limits.

Authorizes the State Bond Commission to act as issuing agent, determine sale method, advertise and accept bids, and manage all aspects of bond issuance and sale.

Pledges the full faith and credit of Mississippi to repay bonds; any remaining funds after project completion shall be applied to debt service on the bonds.
