Authorizes pharmacies to sell pseudoephedrine and ephedrine products without a prescription if they contain no more than 3.6 grams per day or 7.2 grams per 30-day period.

Requires pharmacies to use the National Precursor Log Exchange (NPLEx) system to track all over-the-counter sales and maintain electronic logs of purchaser information including name, date of birth, address, and identification details.

Restricts purchases to customers at least 18 years old with valid government-issued identification who must sign a record attesting to the validity of information provided.

Establishes criminal penalties of up to $1,000 for first violations and up to $10,000 for subsequent violations, with exemptions for pharmacists whose employees complete an approved training program.

Exempts pseudoephedrine and ephedrine products sold under these restrictions from Schedule III controlled substance classification, effective January 1, 2021.
