Amends Mississippi Code Section 43-35-33 to revise the urban renewal agency board composition from five general commissioners to include the director of planning and development and an urban planning and development professional as two of the five commissioners, effective July 1, 2020.

Director of planning and development serves on the board automatically in an at-large position with term ending upon the director's departure from that position or the appointing authority's term end.

Urban planning and development professional serves a five-year at-large term, appointed by the mayor with local governing body consent, with vacancies filled through standard procedures.

Amends Section 43-35-35 to exempt the director of planning and development and urban planning and development professional from conflict-of-interest restrictions that prevent other municipal officials from acquiring interests in urban renewal projects.

Updates gender-specific language in Section 43-35-35 from "he" to "he or she" for consistency with modern statutory drafting.
