Amends Section 49-27-37 to require the Mississippi Commission on Marine Resources to send notice of its decision regarding permit issuance, denial, revocation, or suspension to specified parties within 90 days of receiving a complete application (or 30 days from a hearing for suspension/revocation).

Allows applicants to request written extensions up to 90 days for application processing.

Amends Sections 49-27-39 and 49-27-41 to replace references to "order" with "notice" to clarify that the commission issues notices of decision rather than formal orders.

Establishes that appeals of permit decisions must be filed within 30 days of mailing the notice and sets a cost bond requirement of $100-$500 for appeals to chancery court.

Effective date: July 1, 2020.
