Increases the state assessment on littering violations from $50.00 to $100.00 per violation.

Splits the $100.00 assessment into two $50.00 portions: one for the Law Enforcement Officers Monument Fund and one for the Local System Bridge Replacement and Rehabilitation Fund.

After the law enforcement monument is constructed, the $50.00 monument fund portion will be redirected to the Postsecondary Education Financial Assistance Board for scholarships for children of deceased or disabled law enforcement officers and firefighters.

Takes effect July 1, 2020.
