Applies to contracts involving expenditures of $5,000 or more financed through federal disaster funds, R.E.S.T.O.R.E. Act, Oil Pollution Act, or similar legislation.

Mandates contractors submit an employment plan within 7 days of contract award detailing job types, skill levels, wages, vacant positions, recruitment strategies for low-wage and unemployed individuals, and proof of Department of Employment Security registration.

Restricts hiring during a 10-business-day period after contract award to Mississippi residents verified by the Department of Employment Security, with the department required to submit qualified candidates for contractor consideration.

Adds new duty to the Mississippi State Workforce Investment Board to assist the Department of Employment Security with enforcement of these public works hiring requirements; effective July 1, 2020.
