Amends Mississippi Code Section 31-7-13 to require state agencies and governing authorities to set aside not less than 30% of anticipated annual expenditures for commodity purchases from minority-owned, woman-owned, veteran-owned, and disadvantaged businesses.

Breaks down the 30% set-aside requirement as: 10% for minority-owned businesses (Asian, Black, Hispanic, or Native American); 10% for veteran-owned businesses; 5% for woman-owned businesses; and 5% for disadvantaged businesses.

Defines qualifying businesses as those owned by a majority of U.S. citizens or permanent resident aliens meeting the specified demographic criteria; disadvantaged businesses must also meet Small Business Act requirements.

Set-aside purchases must comply with all state purchasing regulations and bid requirements, with contracts awarded to the lowest and best bidder within each business category.

Effective date: July 1, 2020.
