Requires the Secretary of State to create rules and regulations allowing uniformed services voters to vote early for elections, special elections, and run-offs.

Allows absent uniformed services and overseas voters to use federal postcard applications to request absentee ballots or register to vote simultaneously.

Permits absent voters to receive absentee ballots and balloting materials by mail, facsimile, or electronic mail, with registrars authorized to receive voted ballots through FAX or email.

Requires circuit clerks to provide electronic mail addresses for absent voters and establishes that absentee ballots must be received by 7:00 p.m. on election day.

Authorizes the Secretary of State to adopt emergency rules for absentee voting and military personnel registration during armed conflicts or military mobilization, effective July 1, 2020.
