Amends the appointment process for the Board of Trustees of State Institutions of Higher Learning to include the Governor, Lieutenant Governor, and Speaker of the House of Representatives as appointing officials, with Senate confirmation required.

Changes board composition from congressional districts to four (4) members from each Mississippi Supreme Court district, totaling twelve (12) members serving nine (9) year terms.

Establishes a rotating appointment schedule for term expirations beginning in 2021, with each official having one or two appointments depending on the year (2021, 2024, and 2027), repeating every nine years.

Allows the current Student Body President's Council of Mississippi president to maintain a reserved seat at board meetings, with the board required to seek student counsel at least annually.

Takes effect upon ratification of House Concurrent Resolution No. 31 of the 2020 Regular Session by the electorate.
