Authorizes issuance of up to $2,250,000 in state general obligation bonds to assist West Bolivar Consolidated School District with repairs and renovations at three schools (West Bolivar High School, Shaw High School, and Ray Brooks School).

Allocates maximum $750,000 per school for HVAC system repairs/replacements, water and sewer system repairs/replacements, and mold removal from interior surfaces.

Creates a special fund ("2020 West Bolivar Consolidated School District Improvements Fund") to receive bond proceeds and manage disbursements under Department of Finance and Administration direction.

Bonds are general obligations of Mississippi backed by full faith and credit of the state, mature within 25 years, and are exempt from state taxation.

No bonds shall be issued after July 1, 2024; any remaining funds after project completion must be applied to bond debt service.
