Establishes the Mississippi Center for Rural Health Innovation within the Office of Rural Health of the State Department of Health to serve rural hospitals, critical access hospitals, rural health clinics, and rural federally qualified health centers.

Defines "rural hospital" as a Mississippi licensed hospital with 50 or fewer licensed general acute nonspecialty beds, or located in a municipality with population under 7,400 according to 2010 U.S. Census.

Requires the center to provide expert consultation (financial evaluation, service line assessment, contract review, transitional planning), telehealth innovation and grants, business development training grants, and peer support network services.

Authorizes the State Department of Health to provide personnel and resources for center operations and enter into contracts necessary to carry out the center's purpose.

Takes effect July 1, 2020.
