Amends Mississippi Code Section 83-9-5 to authorize the Commissioner of Insurance to resolve disputes between health care providers and insureds regarding assignment of benefits and billing.

Commissioner of Insurance must adopt rules and regulations necessary to enforce provisions related to assignment of benefits and billing disputes.

Establishes clean claim payment timelines: 25 days for electronically submitted claims and 35 days for paper claims, with 3% monthly interest accruing on unpaid claims after the deadline.

Defines "clean claim" as a claim requiring no further information or adjustment, excluding duplicate claims, fraudulent claims, claims requiring preexisting condition information, and claims submitted more than 30 days after date of service.

Effective date: July 1, 2020.
