Requires Department of Public Safety staff to receive retraining on accepting civil rights complaints and ensures all license examiners comply with training provisions by July 1, 2020.

Allows applicants who have never been issued a social security number to obtain a driver's license by filing an affidavit under penalty of perjury, eliminating the social security number requirement for such individuals.

Establishes specific documents applicants may use to prove residence in Mississippi, including utility bills, bank statements, employment verification, insurance policies, vehicle registration, tax documents, leases, and government-issued photo identification from applicant's country of origin.

Permits the Department of Public Safety to issue certificates for driving to persons with authorized temporary U.S. presence (valid 1-5 years) and to persons with disabilities (valid 4 years for work-related travel only), with such certificates clearly marked as non-identification documents.

Applies all driver's license laws regarding convictions, suspensions, cancellations, and revocations to certificates for driving, and makes the act effective July 1, 2020.
