Creates the Mississippi First Responders Health and Safety Trust Fund to provide cancer benefits and insurance premium payments for eligible first responders.

Amends cancer benefit provisions under the Mississippi First Responders Health and Safety Act to allow benefits to be paid from the new trust fund for lump-sum payments ($35,000 for serious cancers, $6,250 for carcinoma in situ) and disability benefits.

Diverts 40% of nonadmitted insurance policy fees collected by the Commissioner of Insurance to: Rural Fire Truck Fund (60%), State Fire Marshal's Office for fire prevention and education (20%), Mississippi First Responders Health and Safety Trust Fund (10%), and Comprehensive Hurricane Damage Mitigation Program (10%).

Removes the July 1, 2022 repeal date on Section 83-34-4 regarding nonadmitted policy fee distribution.

Revises the Mississippi Insurance Underwriting Association board composition to make the State Treasurer a nonvoting member and add the Secretary of State as a voting member.
